Parking fines: penalty charge notices

​​​​​​If you park incorrectly you may be issued with a penalty charge notice (parking fine).

If you receive a penalty charge notice it will cost either £50.00 or £70.00 dependent upon the offence. If you pay the penalty within 14 days a discount of 50% applies.

Do not ignore the penalty charge notice. If you do not either pay promptly or challenge the notice you may have to pay more.

The Council may issue penalty charge notices (PCNs) to any vehicle within Blackburn with Darwen for the following offences;

  • Obstruction of a dropped kerb, crossing point or driveway
  • Obstruction of a cycle track or verge that has been lowered
  • Double parking
  • Double yellow lines
  • Single yellow lines (inside of restriction times)
  • Restricted waiting times
  • School "Keep Clear" markings
