Supplementary Planning Documents (SPDs) and Supplementary Planning Guidance notes (SPGs) and related studies

These documents expand upon or provide further detail to higher level policy documents such as the Core Strategy and the Saved Local Plan. They can take the form of design guides, area development briefs, a master plan or issue-based document and are used as a 'material' consideration when making decisions on planning applications.

Blackburn Town Centre supplementary planning document

The Council has prepared a draft Supplementary Planning Document (SPD) on Blackburn Town Centre for consultation and invite your comments on the SPD.

The statutory public consultation will run for 6 weeks between 5th March 2018 and 16th April 2018.

It should be noted that the Supplementary Planning Document (SPD) is not drafting new policy. The document is principally being produced to aid delivery of the Council’s town centre vision and to provide guidance on the implementation of relevant policies set out within the Local Plan.

Copies of the SPD are available for inspection during normal opening times at Blackburn Town Hall and Blackburn Central Library. It is also available to view online.

Representations must be received by 5pm on Monday 16th April 2018.

In accordance with good practice and planning regulations the Council will consider all representations.  A statement setting out the following will be included as an appendix to the SPD:-

  • a summary of the main issues raised in the representations, and
  • how these issues have been addressed in the SPD

If you wish to be notified of the adoption of the SPD, please make this clear in your response.
