Masterplans are a tool in the planning process used to set out a framework and supporting guidance for development.
The Council’s Local Plan Part 2 requires that masterplans are produced for a number of the housing land allocation sites and that the masterplan is in place before planning consent is granted for development on any part of the site.
These masterplans are a material consideration in the review of and decision making on all planning applications for development on individual sites.
Masterplans for the following sites have been adopted by the Council:
- Gib Lane development site
- Roe Lee development site
- North Blackburn development site
Masterplans are currently being prepared for:
- East Darwen Corridor
