Household waste and recycling centres permit terms and conditions

Permits are required by Blackburn with Darwen residents where:

  1. a household only has access to a van, minibus or a pickup (referred to as a 'van' in this paragraph)
  2. a works van is allocated to the applicant for personal use outside work
  3. a household wishes to use a large trailer at the centres

Please complete and submit the form. We will then process your application and send your card out to you in the post.​

Terms and conditions

  1. The HWRC's are for the depositing of household waste only
  2. The permit is issued to a resident of the Borough for their own use
  3. The permit holder must be the owner or the driver of the vehicle
  4. The permit allows the user 12 visits to the HWRC's per year, any day except Sundays
  5. Users of the site must separate out waste for recycling in to the appropriate containers when instructed to do so by a member of staff
  6. When requesting this permit a legally bound disclaimer has been agreed by the applicant as to the conditions and days of use
  7. The permit must be presented on arrival at the site and clipped by staff
  8. The issuing of this permit does not allow the disposal of unlimited quantities of construction/demolition waste. This includes waste produced by work such as house alterations or reconstruction. We advise the use of a skip for this type of waste.
  9. If this permit is lost, a replacement must be applied for

Important notice

  1. Persons depositing commercial or trade waste may be prosecuted under the provision of the Environmental Protection Act 1990, s34. The maximum penalty is a fine of £50,000.
  2. The centre staff reserve the right to deny a permit hold access to the sites
